A definition of welfare: Health, happiness, and good fortune; well-being. Prosperity. One and the same thing? Different facets of the same thing? Of course, everyone can enhance it making the definition more meaningful to their own lives. What is the focus of attention in the ministry of welfare?
Another definition: Financial or other aid provided, especially by the government, to people in need. You see the minister of welfare, you and I may be referring to the same word, but obviously we do not mean the same thing.
