Employment registration system

Even with the current state of IT, the nation is more than ready to implement a cost-effective unemployment registration system -- make it selectively regional if the need be for now. The system shall be focussed on collecting pertinent details of willing citizens who are unemployed or underemployed; their skill gaps that need bridging; and their preferred choices of jobs, locations and compensation packages.
