It is a must that each government ministry be led by a visionary leader. That leader has to have the clearest view of the 2020-developed-Malaysia scenario toward which he/she wishes to lead his/her ministry and all government agencies under his/her command.
He/she is effectively the CEO of the lot; the rakyat expects to see his/her handiwork on the ministry’s strategic plan and action programmes. And the rakyat wants to see that: one, desired goals, strategies and performance criteria are articulated; two, key resources under his/her command accounted for; and three, their combined achievements monitored and evaluated. Only then, could his/her key performance indicators (KPIs) be understood.
